TRAINING OF PERSONNEL OF BOARDING SCHOOLS FOR CHANGES IN THE PROCESS OF DEINSTITUTIONALIZATION
Abstract
The article reveals the peculiarities of reforming the system of institutions of institutional care and education of children in Ukraine, as well as the problem of resistance to change due to deinstitutionalization.
The purpose of the article is to reveal the features and stages of preparation of boarding schools’ personnel potential for changes in the process of deinstitutionalization based on the results of their assessment.
The article presents the data obtained as a result of the project commissioned by the Ministry of Social Policy of Ukraine with the support of the World Bank called «Reforming institutions of institutional care and education of children in the Ternopil region» (2019-2021). To achieve this goal, theoretical methods (analysis, synthesis and systematization, comparison, generalization), study of normative documents on deinstitutionalization, empirical methods were used. The study involved pedagogical staff from two institutions of institutional care and education of children in Ternopil region: Terebovlya educational complex (now – Terebovlya profile lyceum) and Berezhany boarding school with in-depth study of labor education (now – Berezhany lyceum). The composition, the characteristic of readiness for training and changes of pedagogical staff of these two boarding schools is defined.
Taking into account the results of the assessment of the personnel potential of boarding schools, the strategy and tactics of training the staff of such institutions for changes in the conditions of deinstitutionalization have been built. Three stages of training are singled out and characterized: initial, basic, final. Peculiarities of introduction of interdisciplinary and integrated approaches in the learning process are determined. The directions of cooperation with institutes of postgraduate education for carrying out training on a permanent basis are defined. The difficulties of the organization and implementation of educational activities of employees of boarding schools and the main expected results of their training are revealed.
