STATE SUPPORT OF PROJECTS OF CHILDREN AND YOUTH PUBLIC ORGANIZATIONS DURING THE PERIOD OF MARTIAL LAW
Abstract
The article updates the role of modern public organizations of Ukraine, which have accumulated significant experience in solving social issues through their own projects and programs. In conditions of high competition and lack of sustainable funding, project implementation is an effective tool for positive transformation of reality.
The purpose of the article is to highlight and analyze state support for projects developed by youth and children's public organizations, for the implementation of which financial support is provided during the period of martial law in 2022 and 2023.
The main tasks are: a review of the regulatory framework regarding the organization and conduct of a competition to identify projects developed by youth and children's public organizations, for the implementation of which financial support is provided; analysis of the specifics of the participation of public organizations, in particular in the conditions of martial law; analysis of competitive proposals by activity priorities. Theoretical, empirical, and statistical methods of data collection and processing were used to achieve the purpose of the research and solve research problems.
An analysis of 61 competitive proposals from 39 youth and children's public organizations for priority tasks during 2022 and 2023 (during martial law) was carried out.
The priority tasks, the implementation of which is aimed at the activities of public organizations, are described. The distribution of competitive proposals of All-Ukrainian youth organizations (MGOs) and children's public organizations (DGOs) for the implementation of which financial support is provided at the expense of the state budget during 2022-2023 was analyzed.
The potential opportunities of children's and youth public organizations as a powerful driver of changes in society are outlined.
The effectiveness and importance of mechanisms for the distribution of budget funds, such as the All-Ukrainian Competition for identifying programs, projects (events) developed by public organizations, for the implementation of which state financial assistance will be provided and the implementation of the State Targeted Social Program “Youth of Ukraine” for 2021-2025, have been updated
